19 of the Russian's 21 championships have been earned on hard courts
A comeback Daniil Medvedev won his initial trophy for nearly 30 months with a win over Frenchman Moutet in the competition final.
The athlete, a former number one, has had a torrid period, winning just one match at the major tournaments and suffering a meltdown at the US Open.
His varied form on the professional circuit - and difficulties with his serve in particular - led to him falling of the elite rankings and ultimately parting ways with former coach Gilles Cervara.
Currently training with Johansson and Rohan Goetzke, Medvedev has steadily advanced in the past month - peaking in a hard-fought three-set victory over opponent Moutet.
It is Medvedev's maiden trophy after the Rome competition and maiden on a hard surface since spring of that year.
Success also indicates the Russian has won twenty-one titles at twenty-one distinct events.
"For the first time I'm at a event with my children together, so to get a trophy is especially meaningful," stated tennis professional Medvedev.
"This victory is in dedication of my second daughter my daughter, because the first title I achieved when my child Alisa was delivered was for her."
The athlete, the former major winner, had lost his previous six finals, including in the German tournament earlier this year.
Medvedev's retrieving play style and regular outbursts on the tennis court had led some to question if his ability to compete at the elite level was concluded.
Yet the athlete has implemented adjustments in the past month, striving to approach the net and play aggressively, supported by an enhanced serving game.
He fought back from a deficit in the opening set against the tricky opponent, winning four of the concluding five points to take the lead.
The pair exchanged service breaks in the following set before Moutet, attempting for his first tour title, took control to push for a decider.
Moutet rescued 4 early break points in a tight deciding set before the champion broke to that score to secure the win.
Appropriately, Medvedev secured the title with a point at the net area, with Moutet incapable to manage a volley after two hours and 38 minutes.
